The reception is scheduled from 4:00 – 5:30 p.m. Idaho APA encourages planners from throughout the state to attend this event and mingle with our legislators. Hello fellow planners. My name is Brian Billingsley. I have served the City of Caldwell as their Planning & Zoning Director for the past 10 years and I have been appointed by the Idaho Chapter of the American Planning Association as your Legislative Liaison. This position is essentially your “eyes and ears” on all planning-related issues that pass through the Idaho Legislature.
The Idaho APA Chapter has formed a Legislative Committee, comprising of 6 – 8 planners that will advise the Idaho APA Board on proposed bills and policy statements. We have representation from around the state and from both urban and rural areas. The committee will do most (if not all) of its work by phone and e-mail. Our responsibility is focused primarily on the session itself (typically mid-January through mid-April), with very little commitment post-session. The 2017 Legislative Committee is comprised of the following planners:

- Hilary Anderson, City of Coeur d’Alene
- Cynda Herrick, AICP, Valley County

- Joel Plaskon, AICP, City of Lewiston
If you are aware of any bills being drafted, industry or advocacy groups that are working on planning-related topics and/or similar activity “brewing” within your region, please either let me or your APA Region Representative know so we can track any potential legislation.
Beyond the session nuts-and-bolts, one of our primary goals is relationship-building, both with legislators and partner organizations who share APA’s commitment to good planning. We want to develop a reputation as being proactive vs. reactive and having a strong influence on planning within Idaho. This will take time and it will require having a consistent presence over many years. It also means engaging, making phone calls and visiting with decision-makers. Please make an attempt to reach out and start a dialogue on planning and community development with your legislators during the legislative session.

The Culture of Health Leaders Program is pleased to announce that the Call for Applications for the 2017 cohort is now open. Register at my.rwjf.org to access the application system. A copy of the application is attached. APA is one of the national partners supporting the program.
The application process closes at 3:00 pm Eastern Time on Wednesday, February 15. All application materials, including the required video and references, must be submitted in the online application system by the deadline.

We’ve been highlighting many of these activities on our blog site. You’ll see examples from schools workshops to career fairs to community planning events. More blogs will be posted over the next few months.
What does the future of the APA Ambassador Program look like?
The APA Board of Directors approved in September to change the Ambassador Program from a pilot to an ongoing initiative. The next ambassador year will run January thru December 2017. Applications are being accepted on the Ambassadors homepage thru December 31, 2016.

There are others that volunteered but were not able to complete the two events, and we will work to get them involved in the next round.

The Idaho Chapter of APA is holding an election for the Executive Board Officer positions. The available positions are President, President Elect, Secretary, and Treasurer. Please take a few moments and seriously consider nominating yourself for one of these positions. Some of the duties of the Executive Officers are to manage the affairs of the chapter, adopt and revise the chapter strategic plan, prepare and adopt a balanced annual budget, set the annual chapter dues, attend and participate in chapter board meetings, and take a leadership role in the activities of the chapter.
